How do I obtain structural plans for a house I’m buying in 93534?

I am in the middle of a home purchase. And I had a home inspection done and he found allot of good and bad things. But one thing that the inspector saw, was that there was an add-on and suggested that I should go to the Lancaster City Hall (still apart of Los Angeles County) and pull the structural plans. Do they charge for them? And can I take them if needed? To prove to the current seller that the room was not permitted. And here is another question. If the house was built in 1951. Does a house become vintage at 1950 and earlier right? So this house should not be vintage right. That question deals with the upgrades to the plumbing and electrical and other issues that would be mandatory to do to sell the house, if it was not vintage.
