i dont think you need a permit to do a deck. if so then call the city “building and inspections” office. they will help you out.

around here, we go to the city for a permit. they should tell you if the city engineer needs to see your plans.
if a contractor builds your deck, he will do all that for you.

your county court house and yes to the sencond questuion…they well not let u build it if it does not meet codes…uwell have to submit a complete set of plans…diagrams…demintions and materials u use be4 u build 4 there aproveal…and u well have to pay to do all that…but i sugjest you do not do any of that and just build the porch with out even getting a permit…send a statement to the local goverment that u well not be dictated what and how you do thing on your own land…stand up america and be heard

With all due respect, and so often in questions like this, it would benefit both US and you, to strictly state where you are, in your details.
Planning Commissions, Councils, Local USA agencies that govern premits, code, etc. are the first place to gain far more valid info. than our possibly vague answers.
In the USA, one need not PERMIT a Deck “replacement” of one already in existance. That may not be the case in the UK, etc.

You will need to go to the building department. I know that in my town, if you submit plans and they are declined, most of the time the people will tell you what you need to do, short of redesigning the whole thing for you. Obviously you have to have a good idea of the building codes in your area and you really need to be certain that you have proper drainage, or else that will be a nightmare project.
You will want to look for the Building code commission.

I’m very sorry for most of these answers. Any time you build structure, electrical or plumbing, even if the home owner does it themselves a PERMIT from you county building and tax assessor’s office must be obtained. If this PERMIT is not obtained it can result in penalties, fines and in some cases orders for removal of said structure until such Permits are obtained. I know California is going to demand a PERMIT for a deck as this is structural and it is also visible to the community. Please check with L.A. county tax assessor’s office and building commission on what you need to get before proceeding.
