What is this cardboard like substance framing a closet and how do I remove the wallpaper(s) covering it?

Any attempt to remove the wallpaper results in the removal of a layer or two of this cardboard wall. It frames the closet entry and is about 8 inches wide on all three sides. Spackle was used to smooth the edges and blend it in with the regular wall.
Completely replacing the wall is not an option. Any advice on removing the wallpaper on this area and prepping the walls for paint?

Not going to do anything as long as he gets Rent. Bldg has issues, renovated but: wiring bad,plumbing upstairs stops up,no insulation between hardwood floors to buffer any noise,door bells not working,grounding wires cut, Any suggestions?
