Why does Windows want to keep ‘installing’ the exact same update?

In Windows X P Professional this little icon in my tool bar lets me know constantly that an update is ready…After days of clicking INSTALL and having it tell me that it was installed, a few minutes later It would remind me of the need again. Over and over, the same update. Now it says that it cannot be installed…Why then do I keep getting the reminder?

How do I prevent a Windows XP user account from installing software?

How do I setup the user account so that the user cannot install anything on my PC and is denied access to hard disk C?

This machine is not a member of any network by the way.
